MR. BAYO PHILIP

Mr. Bayo Philips HoS

Bayo Philip was born on June 6, 1966 at Ipepe in Ilaje Local Government Area of Ondo State to the family of Pa Philip and Mama Aderibo Ikuseyidunmi Ajiboyede, both of blessed memory.

Little Bayo, in the midst of giant late school starters, commenced his primary education in 1971, tapping into the opportunity of the newly-founded Local Authority Primary School at Ipepe in Ilaje Local Government.

Bayo became outstanding in his academic performance and had to be appointed the Senior Prefect [Boys] while in primary 3 and through to Primary 6, a position he could not have gained by size. He concluded his Primary School Education in 1976 as the overall best pupil of the school.

Bayo proceeded to Ilaje Grammar School, Atijere in 1976 for his secondary school education and completed same in 1981 in flying colours, ranking among the best students.

Bayo Philip thereafter attended the defunct Ondo State College of Arts and Science [OSCAS], Ikare-Akoko in 1982 for a 2-year Higher School Certificate course. He, however, gained admission to the University of Calabar, Calabar in the present Cross River State in 1983 at the end of his first year in OSCAS.

Bayo graduated in 1987 with B.Sc [Hons.] Second Class Upper Division in Political Science and Education as the best graduating student of his Faculty, winning the Dean’s Prize. He thereafter performed the mandatory one-year national service at Kuje Local Government of the Federal Capital Territory, Abuja from August 1987 to August 1988.

Bayo who also holds a Master Degree Certificate in Business Administration from the Federal University of Technology, Akure [FUTA] in 2003, began his Public Service career in the Education Cadre in 1995 with the then State Primary Education Board [SPEB], now State Universal Basic Education Board (SUBEB).  However, after rising to the post of Principal Education Officer, his love for the Administrative Officer Cadre propelled him to cross to the Cadre even at a lower rank of GL. 10 in September 1999.

Bayo grew steadily on the Administrative Cadre to the level of Director, Finance and Administration in 2016 and was appointed Permanent Secretary in July 2019.

In the course of his career, Bayo has held several positions across various Ministries, Departments and Agencies, and performed several schedules which include but not limited to the following:

  • Director, Political & Economic Affairs, Governor’s Office
  1. Director, Finance & Administration, Ministry of Finance

  3. Administrative Secretary [in lieu of Pioneer Registrar], OSUSTECH , now Olusegun Agagu University of Sc. &Tech., Okitipupa
  • Acting Permanent Secretary, Service Matters, Office of the Head of Service,
  • Permanent Secretary, Service Matters Department
  1. Permanent Secretary, Ministry of Physical Planning and Urban Development
  2. Permanent Secretary, Ministry of Economic Planning & Budget, the post he held until his appointment by His Excellency, the Governor as the Acting Head of Service on 27th February, 2024 and Substantive Head of Service with effect from today, 1st March, 2024.

Bayo has also handled several state assignments including the following:

  1. Team Lead, collation of Ministerial Briefing and production of Baseline Report for the takeoff of the Governor Akeredolu Administration in 2017
  2. Drawing up of training needs assessment for the State Civil Service

Bayo loves swimming, reading and writing. He is happily married to Morayo Matilda Bayo-Philip and the union is blessed with children and grandchildren.
